The channel's name, derived from the Persian word "payam" (پیام), translates to "Afghan message" or "Message from Afghanistan."

Launched in 2007 as part of a US government aid program, Payam-E-Afghan TV offers a diverse range of content, including news, music, and entertainment programs primarily in Dari and Pashto languages. The channel finds its financial backing and ownership in Omar Khatab, a figure who migrated to the US in 1978 and previously served as a newscaster for Afghan state radio. Notably, Payam-E-Afghan originated as a radio station in the early 1990s, where Khatab dedicated his efforts to full-time broadcasting in northern California. The radio station featured call-in talk shows, news from VOA, as well as engaging content such as music and cooking shows.

It is noteworthy that Payam-E-Afghan TV has been associated with Seddique Mateen, the father of the perpetrator of the Orlando nightclub shooting, Omar Mateen. Seddique Mateen hosted a show named "Durand Jirga," drawing its title from Afghanistan's Durand Line border, and prominently expressed anti-Pakistan views.

In terms of global accessibility, the TV station expanded its reach to Europe in 2008 through the Hot Bird 13°E satellite, a presence maintained until 2021. Currently, the channel is exclusively available on Yahsat 1A 52.5°E satellite, ensuring reception within Afghanistan.
